Are you referring to self-hosted videos? If so, there isn't a way to control that. Reference: http://www.w3schools.com/tags/tag_video.asp

If you're referring to YouTube, I saw a thread that said you'll want to append &vq=hd720 to the various video container iframes located in custom.js.
