If I add a new user to my userpanel he or she will be seen as the latest new user.

Example:
If I have 5 users (2 admins and 2 authors and 1 subcriber). I want the public to see them as first the 2 admins then the 2 authors and then the subscriber. So the importent ones on the top.
If I want to add 1 more admin now then he will be at position 6. The public will see him on the latest place of staff list and I want to put him on the first place...

I would like to change user rankings...

What happens now, if I add a user he/she will come below the other ones. I would like to put the important people on top of staff list.

Do you understand my question?
