Yup. Just use WordPress to globally turn off comments, and then on individual posts you can active comments.

Hi,
I had a quick question before I buy the theme as it's perfect for a CMS but I would like to have one category that I can use for a blog. Is it possible to have people post comments to posts only within that category?
