This sounds like a hosting-related issue. The theme doesn't have any control over your uploading permissions or creating directories on your hosting account.

Under tools, Import I receive the error "Sorry, there has been an error.
The uploaded file could not be moved to wp-content/uploads/2014/04." when trying to import the demo xml file.
