Juanita, if you're following the directions for Option Tree, that should work just fine. I'm not familiar with your local setup, but try setting the site up on a hosted solution. That's the only thing I can think of...

Hi There
I am certainly no professional web developer by any stretch of the imagination, but really like your 'Nocturnal' theme.
I am running a iMac-OS 10.7.3 and building locally under XAMPP. I am coming into difficulty when I try to install the theme-options.xml file within the Option tree plug in. It keeps displaying 'wrong file type' I cannot get past this step unfortunately. I have searched various forums for a solution but to no avail.
I would dearly like to build my site @ first displaying your content and layout and then gradually replacing with my own so I can get used to the way that wordpress works, is this possible ?
Sorry for my lack of knowledge on all things developer based and thank you for your time & creativity.
