No, those aren't royalty free. You can purchase the license for that city image here: http://photodune.net/item/modern-skyscraper/492684

Then you'll be able to use the image bundled with the theme on your live site.

Hi,

Just bought Panels and wanted to know if any of the images are royalty free as I am interested in using the city.jpg file that features as the background of the Home page on my own site.
