You can remove this by going to the quick edit of the page your working on under Pages and uncheck "allow comments"

Just in case anyone else is having this issue, the answer is in the Edit Page screen. Click the Screen Options button, and then you can check the Discussion box. This will add a Discussion window on your Edit Page and in this window you can uncheck Allow Comments. This will remove the "Leave a Reply" box. Unchecking this box in the Discussion Settings panel wasn't removing this from my pages, but if you uncheck them on each page, the reply box will disappear.

I would like to remove the "Leave a Reply" submission form from all my static pages. Is there an option to do this in the settings?
