I fixed the issue. I downloaded a copy of a php 5 php.ini file and put it in the bin folder and that fixed the issue. I don't know what version it was that I pulled out of my installation of wamp, but this new one seemed to do the trick

It seems the problem lies with permissions for the Twitter sharing button. A quick fix would be removing that button only.

This is a hosting/permissions issue. You'll have to contact your hosting provider for support like this.

Ok, new issue. I got the php.ini file to work to fix the share this issue. Which ended up crashing another plugin that I had. I made some code changes to the plugin and was able to get it to work. simply changed all the <? to <?php and it worked. Don't know why it did, it just did. But now the featured content slider on the homepage goes blank with php.ini file in the bin folder. If I remove the file then all is good.

I am getting the error that shows in the sticky. So I went looking for the php.ini file. I did not find one in the hosting package that I am using, so I copied it from a folder I have in wamp. I checked to make sure the allow fopen was on and it is and it still does not work. I copied the php.ini file to a cgi bin folder and still have the problem. Do you have any other ideas? You can view the issue here
