Oh, sorry I misunderstood your question...

Currently WordPress only supports a page-based template option and does not provide the ability to assign templates to category pages.

OK so I guess that's what the static pages are for. My initial question is - is there any way to load blogs in the same way you load static pages.

That does't really help at all. I am looking for a way on all the pages (both static and blog) to start the page already scrolled up a bit so the user doesn't have to click necessarily to see content.

You can control the number of posts that appear on category pages from the "reading settings" page (under the "general settings" menu).
