That's all controlled from scripts/custom.js on lines 456-522. You can either remove just the up/down sections inside there, or you can remove the entire function all together.

Its not a plugin and is theme related.
What I mean is ... like on the website here http://projects.lukehaas.me/scrollify/#home
when u try to scroll down by using arrows on the keyboard the page snaps to he next section ...
#home --> #overview -->#configuration and so on. Same think is on your theme witch is really cool !
I was wondering if its possible to dissable it.
