add target="_blank" to the a tag to make it open in a new window.

I have a pdf file ( church bulletin) that I would like to open it in a new window. Any tips on this?
Current setup is that I've inserted the pdf as a image (shockwave), so it opens in the current page framework which is very small, instead I'd like to open it as a new window
