The scrollbar visibility is a system/OS setting. That is not something controlled by the theme.

I noticed there is no scrollbar visible if the mouse on my laptop is not plugged in.

This presents a big UI issue for anyone accessing a page with content that requires scrolling. If the mouse is plugged in, no problem. On an iOs or android, no issue. It's only an issue when using a laptop as far as I can tell.

Really would like to be able to have a scrollbar at all times on any page that requires it to avoid people not realizing there is more content.
