You can try installing a base theme from Wordpress. If the problem still occurs let me know... but, judging by the sounds of it, should be a host or domain issue.

Have you contacted your hosting company? I would try talking with them. This generally is not a Theme related issue.

Let me know how the base theme install goes.

no they can't. it redirects to the main url....
when they are logged in, and type in the address bar http://www.mysite.com/wp-admin it just redirects to the wordpress login screen, if they re-login it just brings them to main url...

Can they access the backend by going to /wp-admin ?

right now the only way you can access the wp_admin part of the site or see an admin bar on the top of the site is if you are an administrator. All other users do not have the admin bar. The "sow tool bar when viewing site" is ticked in the user profile, the call to wp_footer is in place in the footer.php and the header call is also in place, all plug-ins are integrated nicely. I am not sure why this is happening. Non administrators can not login at all to post...
