Didn't love that answer, but I bit the bullet and removed Jetpack (had to work hard to find replacement plugins for all of it's features). As expected, the loading icon is fixed now.

Unfortunately Jetpack is an extremely bloated plugin that is notorious for causing script conflicts.

Ah, I think this may be related to a little WordPress bug. Try this...

Add a text widget to the sidebar, but leave the title/content blank. This will act as a "ghost widget", which WordPress seems to require for the customizer to work properly. This is very clearly a bug that has been noted by WordPress, so this is just a work around for now.
