1. WordPress creates archived pages by default, the url will be whatever permalink settings you have

2. youll need to customize the archive.php with a conditionals so it would only appear in the proper loop

3. you would created a static page template with the code in the archive.php and set the homepage

Yes, a page with a list of the archived stories would be great - three questions;
1- how to create such a page
2- would it be possible to add introductory text to such a page
3- how to make that the first page that appears

are you talking about the archive pages? you need to be a bit more specific what youre wanting
