I would like to block the choice of a category in the panel to my management team can categorize the reports of my site.

I do not know if I'm explaining well, but like this:
When reporters are creating your posts, they may not select a category, so all will be in the general category

Hey there, this is a Wordpress function and not a function of the theme. Wordpress by default gives you several User options:

http://codex.wordpress.org/Roles_and_Capabilities

There are plugins out there that can give you more control of roles as well. You may want to look into those.
