Google Maps is still basically free. Google only charges for sites that exceed the daily quota they provide (for free). The daily quota is meant to keep the service free for the vast majority of users out there (this is what Google claims in the announcement).

In other words, I would be very shocked if any users of this theme are charged a fee for using Google Maps.
