ok... found the solution.
Wordpress allows in the menu section empty links.
For the ipad it needs at least a # as a link, so that is recognized as a link field. Only then the submenu will drop down.

The drop down menu is not working on an iPad mini.

The main menu is fine, but touch on drop down menu brings no submenu.
