I think you're half right. While the file size may not be large, the dimensions are still very large. The script will make an image of any size fill the background, so it's not necessary to have a very large image, both in file size and in dimensions.

I just try to remove some plugins including CAPTCHA system, same issue unfortunately.

But I just try too, changing my background :

Without background (nebula-blue default) there is no problem with comments.
The theme looks fine load faster and no lag appears.

With any size of Full Background Image, (1024x701 / 1920x1314) i got the comments bug, the theme looks slow, lags on side-menus (compared to the default img).

My bg images are perfectly prepared for the web (using CS4 save for web) 780ko max.

My conclusion is that there is an issue with the full background image script.

I can confirm that this does not occur with the default configuration, so it must have something to do with the CAPTCHA system you're using or potentially another faulty plugin. I recommend removing the CAPTCHA system to see if that fixes the issue.

I got a bug when posting comments.
The page loading again with an url like this :

http://website.com/archives/xxx/comment-page-x#comment-xxx

Then it screw the theme up, see below screenshot :
