Had to change the background color of theme to blue, so want all text to be white..

I can't get the titles of the blog posts on the home page to show up as solid white (the posts below the slider). Example: "Primary Election Filing Period Update – Bexar Co. Democratic Party"

They show up as solid white on roll over, but not in their normal state. I believe it relates to the HTag code (below) but despite making several edits to it I can't get it to work. Any suggestions?
