13 hours later the issue seems to have rectified itself. I visited the site and it was reflecting the changes I made.

I'm making changes under Appearance - Customization. I'm also clicking on Publish and it's saving. However, when I go look at the live site, nothing has changed. I'm refreshing, I'm doing a hard refresh, I've tried a browser that I've never been to the site on before and still no changes are taking affect.
