The rating controls are located on the Customize page (appearance > customize).

Regarding the menu, please review this video for using the WordPress menu system (specifically at the 4:45 minute mark)...

How can i change the footer movie rating from "THIS FILM IS NOT YET RATED" to G to PG-13?
