Try adding the following to your Custom CSS box on the Customize page...

#topPanel {padding: 150px 0 50px !important;}

I've been trying to find in the css how I can reduce the padding above and below the H1 on static pages. Inspecting the element in browser shows the padding as 200px 0px 100px; I am looking to change to 150px 0px 50px for example.
