2. it would be in the header.php but without knowing what/where exactly you want also if you just want it on the homepage you'll need to add some conditionals

1. When I make a post of an event- can a sidebar be added to the post page or event? I want to put a banner displaying on every event or post?

2. I presume I can add a banner to the main page beside or above or below the main menu / logo? Is it possible to find out where I put this in code-wise?
